Occupancy is the percentage of an agent's available, logged-in time that is spent actually handling contacts. If an agent is staffed for 60 minutes and spends 51 of them on talk, hold and after-call work, occupancy is 85%. The remaining 9 minutes are idle time, waiting for the next contact to arrive.

The formula

  • Occupancy % = total handle time ÷ total staffed time × 100

Staffed time here means time available to take contacts. It excludes breaks, meetings, training and absence, those belong in shrinkage, not in the occupancy denominator. Mixing shrinkage into staffed time is the classic error, and it makes occupancy look far lower than agents actually experience it.

Healthy ranges and burnout risk

  • Below 75%, usually overstaffed, or workload fragmented across too many skills.
  • 85–92%, the target band for most voice operations. Efficient with enough recovery time between contacts.
  • 93–95%, running hot. AHT drifts up, quality drifts down, breaks slip.
  • Above 95%, genuine burnout territory. Agents move straight from one contact to the next with no pause, and unplanned absence tends to rise within weeks.

Why you cannot just set occupancy as a target

Occupancy is an outcome, not a lever. It is driven by the relationship between the workload arriving and the number of agents you scheduled, which is exactly what Erlang C models. Small teams and small intervals mathematically run at lower occupancy, because a single agent cannot be half-busy. That is not inefficiency; it is queueing behaviour. Judge occupancy alongside service level, not on its own.

Occupancy vs utilisation

Occupancy measures busy time as a share of available time. Utilisation measures productive time as a share of paid time, so it includes breaks, training and meetings in the denominator. Utilisation is always the lower number. Confusing the two in a report is one of the fastest ways to lose credibility with an operations director.
